Minutes of Meeting

Members Present:  Chairman Jeffrey Jordan, Richard DeBold, Michael Paveglio, Town Administrator Jodi Pinard

Budget Committee Members: Jason Weir, Don Peterman, Ed Millette

Others present:  Jim Plunkett, Michelle Plunkett, Donna Chagnon, Lucille Noel

Call to Order:  Chairman Jordan called the meeting to order at 6:00pm

Budget Meetings with Departments for 2014 Budget
Heritage Commission – Lucille Noel presented this budget and it has increased by $100. Last year they received a lot of donations that covered some of the costs. The Moose Plate Grant Project will be completed in the spring. They will be replacing the remaining 10 windows at the Grange.

Emergency Management – The budget has had no changes since last year.

Welfare –The budget has increased by $3,000 for vendor payments. These are expenses mandated by the state. The welfare director does a great job and the increase falls in line with past expenses.

Highway – Road Agent Jim Plunkett presented the budget. The budget has an overall decrease of 4%. By hiring the full time positions the budget was able to be cut in part time payroll line. Fleet maintenance was also reduced. The excavator they can no longer get parts in a timely fashion. Mr. Plunkett did have vendor come out and give an estimate of worth for the excavator and found it to be worth between $5,000 and $8,000. It is time to start planning on purchasing something new. CAT has a lease purchase for an excavator that would cost $8,500 per year.  The selectmen asked Mr. Plunkett to get more information regarding this and bring it back to both boards on January 7, 2014. Road reconstruction was discussed and although the RAC came in with a number smaller than this year it was felt to leave the amount at $373,000 to continue to stay with the 20 year plan. There will be shimming and crack sealing as has been done in the past.

Selectmen – Jodi Pinard presented the budget. It has increased in a few areas such as IT, Property and Liability, but was in reduced in Health insurance. The majority of the increases are not in the control of the selectmen as they are mandated items. The discussion of moving all town buildings under the Government Building section of the budget was discussed.

The Board of Selectmen will be meeting on January 7, 2014, at 6pm to review budgets and begin making changes. They have requested that the fire department and the highway department return to answer some additional questions as well as begin forward requested information.

Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 9:00pm.  Motion passes.
